RPA Legislation

The Euratom Basic Safety Standards Directive (96/29/Euratom) requires ‘qualified experts’ to be involved in specified tasks relating to radiation protection.  In Ireland, the qualified expert is referred to as the Radiation Protection Adviser (RPA), as set out in SI 125 of 2000.  All licensees who work with ionising radiation are required to consult with an approved RPA, whose name appears on the RPII's register, on a range of matters including

• The examination and testing of protective devices and measuring instruments
• The design and construction of any new buildings or facilities
• Modificataions to any exisiting buildings or facilities
• Changes to the use of any buildings or adjoining buildings where radiation is used
• The acquiistion of any new X-ray units or radioactive sources
• implementation of new procedures involving any licensed item
• The estimation of doses to workers and members of the public
• The regular calibration of measuring instruments
• The commissioning and acceptance into service of new licensed items
• The development of appropriate quality assurance programmes
